Societatea are adesea prejudec\u0103\u021bi fa\u021b\u0103 de institu\u021biile de \u00eenv\u0103\u021b\u0103m\u00e2nt speciale, iar copii cu CES sunt deseori o \u021bint\u0103 u\u0219oar\u0103 de bullying \u00een \u0219coal\u0103 sau la locul de munc\u0103.<\/strong><\/p>\n\n\n\n<!--more-->\n\n\n\n<p>\u00cen acest articol, discut\u0103m contextul istoric al accesului la educa\u021bie pentru copiii cu cerin\u021be educa\u021bionale speciale din Rom\u00e2nia. Sunt pu\u021bini copii care frecventeaz\u0103 \u0219colile speciale, mul\u021bi studiaz\u0103 integrat \u0219i chiar mai mul\u021bi care nu au fost diagnostica\u021bi oficial.<\/p>\n\n\n\n<p>\u00cen prima parte a acestui articol, ve\u021bi putea citi despre un copil din \u00eenv\u0103\u021b\u0103m\u00e2ntul special \u0219i dilemele p\u0103rin\u021bilor acestuia. \u00cen a doua parte, profesorii de sprijin analizeaz\u0103 educa\u021bia integrat\u0103 \u0219i lipsa uria\u0219\u0103 de profesori de sprijin. Ea a dorit s\u0103-\u0219i \u00eenscrie copiii la \u0219coala din sat, fiind convins\u0103 c\u0103 \u0219colile competitive din ora\u0219 nu ofer\u0103 cea mai bun\u0103 educa\u021bie. Dar acest lucru nu a fost posibil pentru copila cea mare, pentru care a trebuit s\u0103 ia \u00een considerare alte aspecte atunci c\u00e2nd a ales \u0219coala pentru ea.<\/p>\n\n\n\n<p>\u201eDac\u0103 tr\u0103im la \u021bar\u0103, facem parte din comunitatea respectiv\u0103 \u0219i frecventeaz\u0103 \u0219coala acolo. La v\u00e2rsta de un an, folosea fraze complexe, \u00eens\u0103, \u00een mod ciudat, nu a folosit deloc vocalele specifice limbii maghiare. Sunetele <em>\u00e1<\/em>,&nbsp;<em>\u00e9<\/em>,&nbsp;<em>\u00f6<\/em>,&nbsp;<em>\u00fc<\/em>&nbsp; au fost omise complet \u0219i pronun\u021ba scurt sunetele &nbsp;<em>\u00ed<\/em>,&nbsp;<em>\u00f3<\/em>,&nbsp;<em>\u00fa<\/em>. \u201eSpunea <em>feher<\/em>. Era at\u00e2t de dr\u0103gu\u021b\u0103 cum pronun\u021ba\u201d, a spus Kinga care \u0219i-a f\u0103cu griji cum va \u00eenv\u0103\u021ba copilul s\u0103 vorbeasc\u0103 corect \u0219i mai apoi, s\u0103 scrie.<\/p>\n\n\n\n<p>M\u00e1rti vorbea continuu, ciripea toat\u0103 ziua, iar feti\u021ba pre\u0219colar\u0103 nu putea fi convins\u0103 nicicum s\u0103 doarm\u0103. Vorbea pentru a-\u0219i canaliza energia acumulat\u0103, iar c\u00e2nd \u00eencepea s\u0103 spun\u0103 o poveste, nimic nu-i putea distrage aten\u021bia p\u00e2n\u0103 nu ajungea la final. Din aceast\u0103 cauz\u0103 avea probleme de socializare la gr\u0103dini\u021b\u0103. De\u0219i era amabil\u0103 \u0219i ajuta pe toat\u0103 lumea, nefiind deloc agresiv\u0103, i-a fost din ce \u00een ce mai greu s\u0103 se integreze \u0219i s-a izolat de restul grupului.<\/p>\n\n\n\n<p>Mama ei a povestit c\u0103 \u00een aceast\u0103 perioad\u0103 a observat c\u0103 M\u00e1rti&nbsp; avea probleme cu contactul vizual: dac\u0103 \u00eei pui o \u00eentrebare, se uit\u0103 la tine \u0219i apoi se uit\u0103 imediat \u00een alt\u0103 parte.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>E o decizie \u00eendr\u0103znea\u021b\u0103 s\u0103 duci la medic un copil care ciripe\u0219te coerent<\/strong><\/h2>\n\n\n\n<p>Pentru mul\u021bi oameni, nu este clar dac\u0103 trebuie s\u0103 consulte un medic pentru orice mic\u0103 tulburare motorie sau defect de vorbire. P\u0103rin\u021bilor le este chiar ru\u0219ine c\u0103 \u00ee\u0219i fac prea multe griji dac\u0103 bebelu\u0219ul lor nu merge de-a bu\u0219ilea la 8 luni sau nu vorbe\u0219te clar la 2 ani, a spus Kinga.<\/p>\n\n\n\n<p>\u00cen cele din urm\u0103, mama a dus-o pe M\u00e1rti la un neurolog pediatru c\u00e2nd aceasta avea patru ani \u0219i jum\u0103tate. Din nefericire, nu la sfatul educatoarelor de la gr\u0103dini\u021b\u0103, al consilierului pre\u0219colar sau al medicului de familie, ci datorit\u0103 propriei curiozit\u0103\u021bi.<\/p>\n\n\n\n<p><em>\u201eAm vrut doar s\u0103 \u0219tiu ce aveam de f\u0103cut \u00een aceast\u0103 privin\u021b\u0103. Am vrut ca cineva s\u0103-mi spun\u0103 ceva, c\u0103 nu este normal ca aceea copil\u0103 s\u0103 vorbeasc\u0103 de diminea\u021ba p\u00e2n\u0103 seara&#8221;, spune Kinga.<\/em><\/p>\n\n\n\n<p>Neurologul a identificat dou\u0103 anomalii neurologice suspecte la feti\u021b\u0103: o tulburare de hiperactivitate cu deficit de aten\u021bie (ADHD) \u0219i o tulburare timpurie de spectru autist. Dintre simptome, hiperactivitatea lui M\u00e1rti s-a manifestat prin excesul \u00een vorbire, iar lipsa contactului vizual a fost motivul pentru suspiciunea de tulburare de spectru autist, a declarat mama sa.<\/p>\n\n\n\n<p>Un psiholog clinician a examinat-o, de asemenea, pe M\u00e1rti, constat\u00e2nd c\u0103 aceasta avea nevoi educa\u021bionale speciale. Medicii i-au sf\u0103tuit pe p\u0103rin\u021bi s\u0103 cear\u0103 un Certificat de orientare \u0219colar\u0103\/profesional\u0103 (CES).<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Dar ce \u00eenseamn\u0103 cerin\u021bele educa\u021bionale speciale? Foto: R\u00e9ka Orb\u00e1n pagina de Facebook.<\/em><\/figcaption><\/figure><\/div>\n\n\n<p>Nevoile educa\u021bionale speciale pot ap\u0103rea \u00een diferite moduri: pot fi, pe de o parte, genetice, mo\u0219tenindu-se \u00een codul genetic al familiei, pe de cealalt\u0103 parte, acestea put\u00e2nd ap\u0103rea intrauterin, la na\u0219tere sau dup\u0103.<\/p>\n\n\n\n<p>De exemplu, poate provoca disfunc\u021bii cerebrale la f\u0103t dac\u0103 mama este agresat\u0103 \u00een timpul sarcinii sau tr\u0103ie\u0219te \u00eentr-un mediu agresiv, toxic. Sau, de exemplu, dac\u0103 bebelu\u0219ul nu prime\u0219te oxigen pentru o perioad\u0103 \u00een timpul na\u0219terii. Nevoile educa\u021bionale speciale \u00een sine nu \u00eenseamn\u0103 o dizabilitate intelectual\u0103, aceasta din urm\u0103 fiind doar o subcategorie a nevoilor educa\u021bionale speciale.<\/p>\n\n\n\n<p>Nevoile educa\u021bionale speciale nu trec cu v\u00e2rsta. Auzim adesea de la p\u0103rin\u021bi sintagma \u201eva cre\u0219te \u0219i \u00eei va trece\u201d, \u00eens\u0103 nu e adev\u0103rat. Chiar \u0219i cea mai u\u0219oar\u0103 form\u0103 de tulburare de \u00eenv\u0103\u021bare va \u021bine toat\u0103 via\u021ba. \u201ePe c\u00e2t posibil, \u00eei dezvolt\u0103m abilit\u0103\u021bile \u0219i \u00eel \u00eenv\u0103\u021b\u0103m strategii care s\u0103-l ajute s\u0103 se descurce mai bine la \u0219coal\u0103. \u00cens\u0103 copilul cu nevoi educa\u021bionale speciale se va confrunta cu dificult\u0103\u021bi din nou \u0219i din nou \u00een orice situa\u021bie nou\u0103\u201d, a explicat psihopedagogul.<\/p>\n\n\n\n<p>Actualmente certificatul de orientare \u0219colar\u0103 \u0219i profesional\u0103 se acord\u0103 chiar \u0219i celor care nu au putut frecventa \u0219coala pe o perioad\u0103 mai lung\u0103 de timp din cauza unor afec\u021biuni. Dac\u0103 absen\u021bele influen\u021beaz\u0103 dezvoltarea \u0219colar\u0103 a unui copil, \u201e\u00eenseamn\u0103 c\u0103 acesta necesit\u0103 preg\u0103tire suplimentar\u0103\u201d, a ad\u0103ugat R\u00e9ka Orb\u00e1n.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Ob\u021binerea certificatului CES \u00een urma unui examen medical nu este complicat\u0103<\/strong><\/h2>\n\n\n\n<p>Kinga a solicitat certificatul CES pentru fiica sa de la <em>Centrul Jude\u021bean de Resurse \u015fi de Asisten\u0163\u0103<\/em> <em>Educa\u0163ional\u0103<\/em> (CJRAE). Aceast\u0103 institu\u021bie func\u021bioneaz\u0103 \u00een toate centrele de jude\u021b, dosarele predate fiind evaluate de o comisie de specialitate (SEOSP).<\/p>\n\n\n\n<p>Comisia SEOSP ofer\u0103 orientare \u0219i legat de posibilit\u0103\u021bile de studiu ale copiilor. Exist\u0103 patru tipuri de forme de \u00eenv\u0103\u021b\u0103m\u00e2nt pentru copii cu CES. Ace\u0219tia pot frecventa <strong><em>o \u0219coal\u0103 special\u0103<\/em><\/strong> unde pot \u00eenv\u0103\u021ba \u00een clase cu efectiv redus de elevi, cu profesori psihopedagogi \u0219i cu program\u0103 adaptat\u0103. \u00cen aceea\u0219i form\u0103 pot studia \u0219i \u00een <strong><em>clase speciale<\/em><\/strong> \u00een cadrul \u0219colilor de mas\u0103.<\/p>\n\n\n\n<p>Sau se \u00eenscriu \u00een \u00eenv\u0103\u021b\u0103m\u00e2ntul de mas\u0103 unde pot avea parte de <strong><em>\u00eenv\u0103\u021b\u0103m\u00e2nt integrat <\/em><\/strong>\u0219i vor frecventa activit\u0103\u021bile individuale psihopedagogice, coordonate de psihopedagogul \u0219colar. Foto: Karola Bilibok<\/em><\/figcaption><\/figure>\n\n\n\n<p>Se examineaz\u0103 dosarul depus care, printre altele, trebuie s\u0103 con\u021bin\u0103 ancheta social\u0103, diagnosticul medical \u0219i o expertiz\u0103 psihopedagogic\u0103 (actele necesare la dosar sunt disponibile pe site-ul CJRAE, de ex. jud. Harghita <a href=\"http:\/\/cjrae.eduhr.ro\/index.php\/ro\/s-o-s-p\/56-pentru-p-rin-i-i-reprezentan-i-legali\/216-certificat-pentru-copii-cu-cerinte-educationale-speciale-c-e-s\">aici<\/a>). P\u0103rin\u021bii trebuie s\u0103 se prezinte \u00eempreun\u0103 cu copilul \u00een fa\u021ba comisie de specialitate \u00een cazul \u00een care solicit\u0103 certificatul pentru prima dat\u0103. Tipul de \u0219colarizare recomandat copilului este decis pe baza acestei \u00eentrevederi, a spus Ir\u00e9n-Ottilia Szab\u00f3.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Limba maghiar\u0103 este un impediment \u00een multe localit\u0103\u021bi<\/strong><\/h2>\n\n\n\n<p>Copiii maghiari nu pot fi evalua\u021bi \u00een limba lor matern\u0103 \u00een toate jude\u021bele. De exemplu, \u00een jude\u021bul Cluj, membrii comisiei nu vorbesc \u00een limba maghiar\u0103 cu copiii, deci elibereaz\u0103 certificatul CES doar pe baza avizului medicului, a profesorul de sprijin \u0219i a psihologului clinician, ne-a declarat R\u00e9ka Orb\u00e1n.<\/p>\n\n\n\n<p>P\u0103rin\u021bii pot avea dificult\u0103\u021bi \u00een ob\u021binerea certificatului din cauza indisponibilit\u0103\u021bii speciali\u0219tilor. Se \u00eent\u00e2mpl\u0103 frecvent ca ace\u0219tia s\u0103 poat\u0103 duce copilul doar la clinici private unde trebuie s\u0103 pl\u0103teasc\u0103 pentru examenul medical, deoarece nu exist\u0103 psihologi clinicieni \u0219i neurologi pentru copii vorbitori de limba maghiar\u0103 care s\u0103 lucreze la spitalul local. Acest lucru \u00eempiedic\u0103 multe familii defavorizate s\u0103 ob\u021bin\u0103 eliberarea unui Certificat de orientare \u0219colar\u0103 \u0219i profesional\u0103, a declarat R\u00e9ka Orb\u00e1n, vorbind despre situa\u021bia din Cluj. &nbsp;<\/p>\n\n\n\n<p>La Miercurea Ciuc, spre exemplu, procedura a fost simplificat\u0103 \u00eencep\u00e2nd din 2018. Centrul <a href=\"https:\/\/szekelyhon.ro\/aktualis\/mikor-erdemes-gyermekunkkel-a-lelki-egeszseg-kozponthoz-fordulni\" target=\"_blank\" rel=\"noreferrer noopener\">de S\u0103n\u0103tate Mintal\u0103<\/a> func\u021bioneaz\u0103 ca o subdivizie a spitalului jude\u021bean unde copiii sunt evalua\u021bi gratuit.<\/p>\n\n\n\n<p>Certificatul de orientare \u0219colar\u0103 \u015fi profesional\u0103 se re\u00eennoie\u0219te o dat\u0103 la patru ani (gr\u0103dini\u021b\u0103, \u0219coal\u0103 primar\u0103, gimnaziu, liceu), dar poate fi eliberat \u0219i pentru un singur an. Profesorii de sprijin lucreaz\u0103 cu copiii \u00een ciclurile convenite, a precizat R\u00e9ka Orb\u00e1n.<\/p>\n\n\n\n<p>Certificatul de orientare \u0219colar\u0103 \u0219i profesional\u0103 implic\u0103 \u0219i acordarea anumitor presta\u021bii sociale. \u201eCopilul prime\u0219te un ajutor lunar de circa 250 lei pe un card social, iar de anul trecut avem \u0219i un card de energie pe care ni se vireaz\u0103 un ajutor anual de 2700 lei\u201d, ne-a relatat Kinga.<\/p>\n\n\n\n<p>Legea 2017\/564&nbsp; se refer\u0103 la ajutorul acordat copiilor cu CES pe care-l primesc pentru alimente zilnice, c\u0103min, rechizite \u0219i \u00eembr\u0103c\u0103minte. Tabelul care cuprinde sumele exacte se reg\u0103se\u0219te \u00een &nbsp; Hot\u0103r\u00e2rea de Guvern nr. 838\/2022.<\/p>\n\n\n\n<p>Pe l\u00e2ng\u0103 acestea, copiii cu CES beneficiaz\u0103 \u0219i de alte presta\u021bii sociale. \u201e\u00cens\u0103 copiii cu CES care sunt plasa\u021bi la asisten\u021bi maternali sau case de tip familial nu beneficiaz\u0103 de presta\u021biile aferente certificatului de orientare \u0219colar\u0103 \u0219i profesional\u0103, deoarece ace\u0219tia beneficiaz\u0103 deja de aceste presta\u021bii prin intermediul sistemului de protec\u021bia copilului \u201d, ne- a informat Ir\u00e9n-Ottilia Szab\u00f3.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Copilul va avea h\u00e2rtie \u0219i va fi stigmatizat pe via\u021b\u0103?<\/strong><\/h2>\n\n\n\n<p>Kinga ne-a relatat c\u0103 a trebuit s\u0103 dezbat\u0103 problema \u0219i cu propria familie \u00een repetate r\u00e2nduri ca aceasta s\u0103 \u00een\u021beleag\u0103 c\u0103 certificatul de orientare \u0219colar\u0103 \u0219i profesional\u0103 nu va atrage discriminarea copilului.&nbsp;<\/p>\n\n\n\n<p>\u201eVai, copilul va fi \u00eencadrat \u00een grad de handicap pentru c\u0103 vorbe\u0219te prea mult?!\u201d, a chestionat-o o rud\u0103 apropiat\u0103, \u0219i-a reamintit mama.<\/p>\n\n\n\n<p>\u00cen general, p\u0103rin\u021bii din Rom\u00e2nia se tem c\u0103 documentul \u00eei va eticheta pe copiii lor ca fiind bolnavi, ceea ce \u00eei va dezavantaja \u00een educa\u021bie \u0219i, mai t\u00e2rziu, la angajare. Ei se tem c\u0103 eventual un \u201ecopil cu h\u00e2rtie\u201d \u2013 evident discriminatoriu din perspectiva lor \u2013 nu va putea ob\u021bine permisul de conducere ca t\u00e2n\u0103r adult, de exemplu.<\/p>\n\n\n\n<p><em>\u201eMul\u021bi p\u0103rin\u021bi sunt reticen\u021bi \u00een a solicita acest document, deoarece se tem c\u0103 va fi un stigmat pentru copilul lor. Mul\u021bi dintre ei cred c\u0103 e mai bine s\u0103 rezolve ei \u00een\u0219i\u0219i, s\u0103 \u00eei duc\u0103 la activit\u0103\u021bi \u00een privat.\u201d, a spus R\u00e9ka Orb\u00e1n, dup\u0103 care a explicat c\u0103 f\u0103r\u0103 terapii de dezvoltare nu ne putem a\u0219tepta la miracole din partea niciunui copil.<\/em><\/p>\n\n\n\n<p>Nu exist\u0103 nicio discriminare explicit\u0103, tinerii adul\u021bi cu CES pot lucra sau pot ob\u021bine un permis de conducere. Cu toate acestea, \u00een realitate, angajatorii sunt reticen\u021bi \u00een a-i angaja.&nbsp;<\/p>\n\n\n\n<p>\u201eOficial, nu va avea niciun dezavantaj. \u00cens\u0103, exist\u0103 foarte multe situa\u021bii \u00een care angajatorii nu doresc s\u0103-i angajeze din varii motive. Sau dac\u0103-i angajeaz\u0103 \u0219i reiese ulterior c\u0103 ar avea probleme, \u00eei concediaz\u0103 dintr-un motiv oarecare. Nu pentru c\u0103 e cu CES, deoarece n-ar fi frumos \u0219i ar fi ilegal, ci ghicesc ceva plauzibil \u0219i acceptabil, ceva ce nu poate fi contestat. Aici e, de fapt, stigmatul ascuns.\u201d, ne-a \u00eemp\u0103rt\u0103\u0219it experien\u021ba sa R\u00e9ka Orb\u00e1n.<\/p>\n\n\n\n<p>\u0218i cei cu CES pot avea permis de conducere. \u00cens\u0103, se \u00eent\u00e2mpl\u0103 adesea s\u0103 existe tineri dislexici care, de\u0219i \u0219i-ar dori, sunt incapabili s\u0103 \u00eenve\u021be codul rutier s\u0103-\u0219i dea examenul. Prima mare provocare a fost fizioterapia.<\/p>\n\n\n\n<p>Feti\u021ba a fost dus\u0103 la terapie senzorio-motorie individual\u0103 (TSMT) la Centrul de dezvoltare timpurie din S\u00e2nmartin. \u201eEste o gimnastic\u0103 special\u0103 pentru stimularea sistemului nervos central.\u201d \u2013 a explicat Kinga, dup\u0103 care a spus: \u201eeste un serviciu contracost, nu a fost ieftin\u201d.<\/p>\n\n\n\n<p>P\u0103rin\u021bii au perseverat; mergeau o dat\u0103 pe lun\u0103 cu M\u00e1rti la centrul de dezvoltare timpurie unde \u00eenv\u0103\u021bau exerci\u021biile de la un fizioterapeut, pe care trebuiau s\u0103 le fac\u0103 cu copilul \u00een fiecare zi acas\u0103. \u201eChiar \u0219i asta a \u00eensemnat o schimbare de direc\u021bie \u00een via\u021ba de zi cu zi \u0219i ne-a fost greu s\u0103 ne adapt\u0103m\u201d, a recunoscut Kinga.<\/p>\n\n\n\n<p>\u201eCine naiba s-ar g\u00e2ndi c\u00e2t e de greu s\u0103-l tragi pe copil pe un skateboard prin cas\u0103. E greu \u0219i pentru un adult. A \u00eenv\u0103\u021bat foarte greu s\u0103 se rostogoleasc\u0103. Dar acestea s-au netezit \u00een timp. Dar pl\u00e2ngea, nu voia s\u0103 lucreze. Cred c\u0103 a fost foarte epuizant \u0219i pentru copil \u0219i pentru p\u0103rin\u021bi. Dar am lucrat zilnic \u0219i mai aveam doi copii mici pe l\u00e2ng\u0103 ea.\u201d, a spus Kinga despre munca istovitoare. Copilul este absolut alergic la cazein\u0103.\u201d<\/p>\n\n\n\n<p>Pentru remedierea tulbur\u0103rilor de vorbire, M\u00e1rti a frecventat Centrul Jude\u021bean de Resurse \u0219i Asisten\u021b\u0103 Educa\u021bional\u0103 Harghita pentru activit\u0103\u021bi educa\u021bionale de sprijin, menite s\u0103 dezvolte motricitatea fin\u0103, prin care \u00eencet-\u00eencet \u0219i-a corectat vorbirea \u0219i a \u00eenv\u0103\u021bat s\u0103 pronun\u021be vocalele specifice limbii maghiare. Aceste \u0219edin\u021be pot fi frecventate gratuit de copiii cu certificat CES, \u00eens\u0103 acest cabinet de asisten\u021b\u0103 se afl\u0103 doar \u00een centrul de jude\u021b.<\/p>\n\n\n\n<p>La \u00eentrebarea referitoare la eventualele activit\u0103\u021bi de sprijin la gr\u0103dini\u021b\u0103,&nbsp; Kinga ne-a r\u0103spuns: \u201eAm avut un logoped la gr\u0103dini\u021ba cu program prelungit, dar nu \u0219tiu dac\u0103 s-a ocupat de ea, deoarece M\u00e1rti frecventa alte activit\u0103\u021bi educa\u021bionale\u201d, mai exact, nu a avut nevoie de dezvoltarea vorbirii.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Certificatul CES nu este \u00eentotdeauna o etichet\u0103, \u0219coala special\u0103 fiind un stigmat \u0219i mai mare<\/strong><\/h2>\n\n\n\n<p>De\u0219i scopul certificatului de orientare \u0219colar\u0103 \u0219i profesional\u0103 ar fi de a oferi copilului oportunitatea unei educa\u021bii alternative care s\u0103 se concentreze c\u00e2t mai mult pe problemele sale, comunit\u0103\u021bile stigmatizeaz\u0103 adesea copiii care au \u201eh\u00e2rtie&#8221;.<\/p>\n\n\n\n<p>P\u0103rin\u021bii lui M\u00e1rti s-au g\u00e2ndit s\u0103 o \u00eenscrie pe feti\u021b\u0103 la cea mai apropiat\u0103 \u0219coal\u0103 din sat. \u00cens\u0103, cu c\u00e2teva luni \u00eenainte de \u00eenceperea \u0219colii, \u00een vara anului 2020, au fost suna\u021bi de Centrul de Asisten\u021b\u0103 Harghita, inform\u00e2ndu-i c\u0103 <a href=\"https:\/\/www.facebook.com\/people\/Szent-Anna-Speci%C3%A1lis-Szakiskola\/100081204884611\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u0218coala Profesional\u0103 Special\u0103 Sf\u00e2nta Ana <\/a>&nbsp;din Miercurea Ciuc va \u00eenfiin\u021ba prima clas\u0103 preg\u0103titoare \u00een care sunt bineveni\u021bi to\u021bi copiii cu CES. \u0218coala a \u00eenceput cu toate clasele din ciclul I-VIII pentru prima dat\u0103 \u00een anul \u0219colar 2020-2021.<\/p>\n\n\n\n<p>De\u0219i pentru certificatul de orientare \u0219colar\u0103 \u0219i profesional\u0103 nu s-a f\u0103cut mare zarv\u0103, familia lui Kinga a f\u0103cut un scandal cu at\u00e2t mai mare cu privire la \u0219coala la care s\u0103 \u00ee\u0219i \u00eenscrie copilul: \u00eenv\u0103\u021b\u0103m\u00e2ntul obi\u0219nuit sau cel special.<\/p>\n\n\n\n<p>\u201eAm luptat pentru c\u0103 bunicii au protestat foarte tare c\u00e2nd au aflat c\u0103 o voi da la Sf\u00e2nta Ana. Este un copil care face totul doar dac\u0103 stai \u00een spatele ei \u0219i \u0219tie c\u0103 e\u0219ti acolo, de asta nu se ridic\u0103 \u0219i pleac\u0103.\u201d, a spus mama.<\/p>\n\n\n\n<p>\u0218coala special\u0103 are \u0219i afterschool \u00een fiecare dup\u0103-mas\u0103 ceea ce a fost un argument \u00een plus pentru p\u0103rin\u021bi. \u201eMi-am convins so\u021bul c\u0103 am v\u0103zut \u00een cercul nostru de prieteni c\u0103 elevii de clasa I sau a II-a \u00eenva\u021b\u0103 toat\u0103 dup\u0103-masa, de multe ori p\u00e2n\u0103 seara la 9. Eu nu vreau a\u0219a ceva \u0219i c\u0103 nu e bine deloc, i-am tot repetat. Mai bine s\u0103 o d\u0103m \u00eentr-o clas\u0103 cu trei elevi. To\u021bi p\u0103rin\u021bii viseaz\u0103 la asta, \u00een alte p\u0103r\u021bi se dau bani grei pentru a\u0219a ceva.\u201d, a spus Kinga despre contextul deciziei de acas\u0103.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Stigmatele au un context istoric serios \u00een Rom\u00e2nia<\/strong><\/h2>\n\n\n\n<p>\u201eCopiii cu dizabilit\u0103\u021bi trebuiau ascun\u0219i \u00een Rom\u00e2nia comunist\u0103, se spunea s\u0103 renun\u021be p\u0103rin\u021bii la ei. Multora le spuneau s\u0103 lase (copilul cu dizabilit\u0103\u021bi) \u00een spital \u0219i s\u0103 fac\u0103 altul. \u00cei trimiteau \u00een institu\u021bii speciale \u0219i, practic, p\u0103rin\u021bii nu aveau niciun cuv\u00e2nt de zis legat de ce se \u00eent\u00e2mpla cu copilul. Iar acest lucru cred c\u0103 a r\u0103mas \u00een subcon\u0219tientul oamenilor timp de genera\u021bii \u00eentregi.\u201d, a spus R\u00e9ka Orb\u00e1n despre contextual istoric al stigmatului CES.<\/p>\n\n\n\n<p>\u00cencep\u00e2nd cu anii \u201970 s-au \u00eenfiin\u021bat <a href=\"https:\/\/hu.decreechronicles.com\/a-gyereklager\/\" target=\"_blank\" rel=\"noreferrer noopener\">institu\u021bii mamut <\/a>&nbsp;cu sute de copiii pentru protec\u021bia acestora, departe de ora\u0219e \u00een care \u00eei primeau pe copiii cu dizabilit\u0103\u021bi sau orfani.<\/p>\n\n\n\n<p>\u201eA\u0219a s-a \u00eenfiin\u021bat, spre exemplu la Jucu, l\u00e2ng\u0103 sat, o institu\u021bie pentru copiii cu dizabilit\u0103\u021bi multiple unde teoretic \u00eei \u00eengrijeau, practic, \u00eens\u0103, nu. \u00cen \u201971 au spus c\u0103 sunt aici \u00een Carpa\u021bi, aerul e bun, nu sunt probleme mintale, deci nu e nevoie nici de psihologi, nici de psihopedagogi, desfiin\u021b\u00e2ndu-se programele de preg\u0103tire de specialitate \u00een toat\u0103 \u021bara.\u201d, a venit R\u00e9ka Orb\u00e1n cu un exemplu din jude\u021bul Cluj.<\/p>\n\n\n\n<p><em>Acest stigmat ascuns s-a p\u0103strat \u0219i dup\u0103 schimbarea de regim. \u201eDe exemplu, una din problemele majore la \u00eenceputul anilor \u201990 a fost c\u0103 institu\u021biile \u0219colare speciale s-au umplut de copii din medii defavorizate care nu erau, de fapt, cu nevoi educa\u021bionale special, ci prezentau pseudotulbur\u0103ri intelectuale sau pseudo-dislexie care s-ar fi putut recupera cu medita\u021bii, activit\u0103\u021bi, recuperare a materiei\u201d, a continuat psihopedagogul.<\/em><\/p>\n\n\n\n<p>Psihopedagogul a subliniat faptul c\u0103 dezavantajul social \u0219i neglijen\u021ba nu \u00eenseamn\u0103 c\u0103 un copil este cu CES. \u201eCopilul care nu are codul genetic mo\u0219tenit sau structura de abilit\u0103\u021bi preexistent\u0103 ca ceilal\u021bi elevi din clasa preg\u0103titoare sau clasa I nu este neap\u0103rat cu CES. Deci, ceva care este doar o problem\u0103 de mediu sau doar o diferen\u021b\u0103 cultural\u0103 nu face parte din aceast\u0103 categorie.\u201d<\/p>\n\n\n\n<p>Ast\u0103zi, prejudec\u0103\u021bile au p\u0103lit vizibil. \u201e\u00cen anii &#8217;90, de exemplu, c\u00e2nd mergeam la pia\u021b\u0103 cu adul\u021bi cu dizabilit\u0103\u021bi mintale, eram privi\u021bi ca ni\u0219te vite cu dou\u0103 capete. Aveam impresia c\u0103 suntem singuri \u00een pia\u021b\u0103 pentru c\u0103 toat\u0103 lumea se d\u0103dea deoparte. Acum este u\u0219or s\u0103 ie\u0219i pentru c\u0103 sunt obi\u0219nui\u021bi. Atunci eram un fel de ciuda\u021bi, pentru c\u0103 persoanele cu dizabilit\u0103\u021bi nu ie\u0219eau pe strad\u0103&#8221;, a spus psihopedagogul.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Plus: alegerea \u0219colii e o chestiune de prestigiu<\/strong><\/h2>\n\n\n\n<p>P\u0103rin\u021bii vor face orice pentru a-\u0219i \u00eenscrie copilul la cea mai bun\u0103 \u0219coal\u0103. \u00cen conformitate cu legisla\u021bia actual\u0103, toat\u0103 lumea trebuie s\u0103 \u00ee\u0219i \u00eenscrie copilul la \u0219coala primar\u0103 cea mai apropiat\u0103 de domiciliu. Dar p\u0103rin\u021bii \u0219i-ar schimba adresa din cartea de identitate, de exemplu, doar pentru a-\u0219i \u00eenscrie copilul \u00een cea mai performant\u0103 \u0219coal\u0103 general\u0103, a spus Kinga, \u0219i e la fel \u0219i \u00een cazul copiilor cu CES.<\/p>\n\n\n\n<p>De exemplu, \u201e<em>Centrul de zi Sf\u00e2ntul Augustin<\/em> este frecventat de copii cu autism \u0219i ADHD sever, dar sunt \u00eenscri\u0219i \u00een \u00eenv\u0103\u021b\u0103m\u00e2nt de mas\u0103. La \u0219coala de mas\u0103, profesorii, ceilal\u021bi elevi \u0219i toat\u0103 lumea se lupt\u0103 cu ei\u201d, a ar\u0103tat Kinga.<\/p>\n\n\n\n<p>Actuala lege a educa\u021biei nu ofer\u0103 recomand\u0103ri specifice privind alegerea \u0219colii pentru copiii cu nevoi educa\u021bionale speciale. \u00cens\u0103, proiectul de lege <em>Rom\u00e2nia Educat\u0103<\/em> care a fost actualizat ultima dat\u0103 \u00een 29 mai pe<a href=\"https:\/\/www.edu.ro\/proiecte_legi_educatie_Romania_Educata?fbclid=IwAR2n2qym94uhWStzXDVn0chlntAsA-11b0ObVr-v_FaZB7cM99CEOe7UYu0\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;site-ul<\/a> ministerului ofer\u0103 recomand\u0103ri mai clare privind instruirea copiilor cu CES.<\/p>\n\n\n\n<p>\u00cei \u00eencadreaz\u0103 \u00een patru categorii (<a href=\"https:\/\/www.edu.ro\/sites\/default\/files\/_fi%C8%99iere\/Minister\/2023\/Legi_educatie_Romania_educata\/Legea_invatamantului_preuniversitar_Senat.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">art. 69.<\/a>). Pentru toate cele patru, recomand\u0103 profesori de sprijin, recomand\u00e2nd primelor trei categorii includerea \u00een \u00eenv\u0103\u021b\u0103m\u00e2nt de mas\u0103 sau special \u00eencep\u00e2nd cu liceul, respectiv exclusiv \u0219coli speciale pentru a patra categorie. Prima categorie trebuie s\u0103 \u00eensu\u0219easc\u0103 \u00eentreaga materie, iar pentru a doua, ar reduce cantitatea materiei cu 20%. A treia categorie ar frecventa \u0219coala, aloc\u00e2nd 70% din timpul de \u00eenv\u0103\u021bare pentru activit\u0103\u021bi unu la unu sau grupuri mici coordonate de psihopedagogi.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>\u0218coala special\u0103 \u00een care timp de 40 de ani \u00eenv\u0103\u021bau doar cei din sistemul de protec\u021bie a copilului<\/strong><\/h2>\n\n\n\n<p>Un exemplu bun legat de prejudec\u0103\u021bi este \u0219i <em>\u0218coala Special\u0103 Sf\u00e2nta Ana <\/em>(<a href=\"https:\/\/portal.eduhr.ro\/wp-content\/uploads\/2022\/02\/HU-final.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">pdf. p. 206<\/a>) din Miercurea Ciuc \u00een care Kinga reu\u0219ise \u00een final s\u0103 o \u00eenscrie pe M\u00e1rti dup\u0103 dispute aprigi \u00een familie.<\/p>\n\n\n\n<p>\u00cen vara de dinaintea anului \u0219colar 2020-2021, centrul jude\u021bean de asisten\u021b\u0103 a contactat to\u021bi p\u0103rin\u021bii din regiunea Ciuc cu informa\u021bia c\u0103 la <em>Sf\u00e2nta Ana<\/em> se va \u00eenfiin\u021ba un program educa\u021bional special pentru cei mici. \u00cens\u0103 doar c\u00e2\u021biva au decis s\u0103 mearg\u0103 la \u0219coala special\u0103. Dar printre copiii care se ascund lini\u0219ti\u021bi \u00een r\u00e2ndurile din spate se num\u0103r\u0103 \u0219i cei cu ADD, ceea ce \u00eenseamn\u0103 deficit de aten\u021bie f\u0103r\u0103 hiperactivitate. Ace\u0219tia sunt adesea diagnostica\u021bi gre\u0219it cu ADHD, a spus Nagy.<\/p>\n\n\n\n<p>Szil\u00e1rd Nagy a descris la fel abordarea p\u0103rin\u021bilor clujeni la fel cum am descris-o \u0219i noi. La \u0219coal\u0103 mai exist\u0103 \u00eenc\u0103 un astfel de profesor la clasele primare, ceea ce este un caz fericit raportat la restul \u0219colilor generale. Mih\u00e1ly \u00eens\u0103, sus\u021bine \u0219i a\u0219a activit\u0103\u021bi educa\u021bionale de sprijin pentru 28 de copii cu CES \u00een acest an \u0219colar. Nu se ajunge la umilire, dar nu au reu\u0219it s\u0103 stopeze acest fenomen, a spus T\u00fcnde Mih\u00e1ly.<\/p>\n\n\n\n<p>Din acest an nu mai sunt teze, dar p\u00e2n\u0103 acum \u201ea fost un mare ajutor pentru copiii cu CES c\u0103 au putut s\u0103-\u0219i dea tezele \u00een cabinetul de terapie. Colegii mei mi-au dat m\u00e2n\u0103 liber\u0103 ca eu s\u0103 elaborez total sau par\u021bial subiectele pentru tez\u0103. Colaborarea noastr\u0103 este foarte bun\u0103\u201d, ne-a spus profesorul de sprijin.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Copiii cu CES ar trebui s\u0103 studieze diferen\u021biat, dar comisia nu o permite<\/strong><\/h2>\n\n\n\n<p>Ar fi bine dac\u0103 to\u021bi elevii ar urma un curriculum individualizat. De fapt, copiii cu CES au deja acest drept prin lege, dar nu peste tot. Le putem recomanda metode profesorilor. Sistemul nostru de educa\u021bi este \u00eenvechit, singurul lucru care s-a schimbat fiind faptul c\u0103 lucr\u0103m cu metode foarte faine\u201d, \u0219i-a spus Nagy opinia: de exemplu, textele pentru dislexici s\u0103 fie imprimate cu <a href=\"https:\/\/opendyslexic.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">OpenDyslexic<\/a> caractere confortabile din punct de vedere vizual.<\/p>\n\n\n\n<p>\u00cen leg\u0103tur\u0103 cu programul de sprijin, T\u00fcnde Mih\u00e1ly ne-a relatat despre deficien\u021bele sistemului. Din punctul ei de vedere este foarte bine s\u0103 avem m\u00e2n\u0103 liber\u0103 la elaborarea activit\u0103\u021bilor. Cu toate acestea consider\u0103 c\u0103 este o lacun\u0103 faptul c\u0103 pentru profesorii de sprijin nu exist\u0103 o program\u0103 recomandat\u0103 a\u0219a cum exist\u0103 pentru profesori. &nbsp;<\/p>\n\n\n\n<p>\u201eE foarte dificil pentru un \u00eencep\u0103tor. C\u00e2\u021bi suntem, \u00een at\u00e2tea feluri lucr\u0103m. Dac\u0103 vine vreo inspec\u021bie, mi-e greu s\u0103 decid dac\u0103 documenta\u021bia mea e \u00een regul\u0103 sau nu\u201d, ne-a \u00eemp\u0103rt\u0103\u0219it \u00eengrijorarea profesorul de sprijin, ad\u0103ug\u00e2nd c\u0103 \u00eei ajut\u0103 mult pe tinerii profesori de sprijin \u00een aplicarea metodelor \u0219i elaborarea documenta\u021biei.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>\u201eAsistentul auxiliar\u201d nu exist\u0103 \u00een concep\u021bia sistemului de educa\u021bie rom\u00e2nesc<\/strong><\/h2>\n\n\n\n<p>Profesorul de sprijin trebuie s\u0103 se ocupe de copii 16 ore pe s\u0103pt\u0103m\u00e2n\u0103, iar \u00een jum\u0103tate din timp trebuie s\u0103 efectueze activit\u0103\u021bi educa\u021bionale de sprijin individuale sau \u00een grupuri mici de 2-3 elevi cu CES, \u00een restul orelor trebuind s\u0103 asiste la orele la care particip\u0103 copii. (art. <a href=\"https:\/\/www.edu.ro\/sites\/default\/files\/legea-educatiei_actualizata%20august%202018.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">262.(3)(e) <\/a>).<\/p>\n\n\n\n<p>Nagy Szil\u00e1rd ne-a relatat c\u0103 \u00eei este imposibil s\u0103 lucreze ca profesor de sprijin la clas\u0103 \u00een mod consecvent, av\u00e2nd \u00een vedere c\u0103 la B\u00e1thory sunt elevi cu CES de la clasa preg\u0103titoare p\u00e2n\u0103 la &nbsp;clasa a VIII-a.<\/p>\n\n\n\n<p>Dar crede c\u0103 postul de asistent auxiliar ar fi foarte necesar \u00een sistemul de \u00eenv\u0103\u021b\u0103m\u00e2nt. \u00cen sistemul american fiecare clas\u0103 are un asemenea asistent care particip\u0103 la ore cu cadrul didactic de la clas\u0103 \u0219i urm\u0103re\u0219te clasa de-a lungul \u00eentregului ciclu \u0219colar, cum ar fi la noi dirigintele.<\/p>\n\n\n\n<p>Tabelul urm\u0103tor ne indic\u0103 num\u0103rul de profesori de sprijin care lucreaz\u0103 cu copii cu CES \u00een sistem integrat \u00een jude\u021bele analizate.<\/p>\n\n\n\n<iframe loading=\"lazy\" src=\"https:\/\/e.infogram.com\/19e80b6f-b4db-48e5-a493-c6663cc5b3d0?src=embed\" title=\"Profesori itineran\u021bi \u0219i de sprijin\" width=\"700\" height=\"564\" scrolling=\"no\" frameborder=\"0\" style=\"border:none;\" allowfullscreen=\"allowfullscreen\"><\/iframe>\n\n\n\n<p>Tabelul relev\u0103 clar faptul c\u0103 dac\u0103 calcul\u0103m 12 copii per profesor de sprijin, se vede c\u0103 cei mai pu\u021bini sunt \u00een jude\u021bul Mure\u0219, unde, conform datelor actuale, exist\u0103 118 copii cu CES per profesor de sprijin. Pe baza datelor statistice, pe locul urm\u0103tor se afl\u0103 jude\u021bul Covasna cu 43 copii cu CES per profesor de sprijin.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Profesorii de sprijin ar colabora cu logopezii \u0219i cu kinetoterapeu\u021bii dac\u0103 ace\u0219tia ar exista<\/strong><\/h2>\n\n\n\n<p>Pentru mul\u021bi copii, ajutorul unui profesor de sprijin nu este suficient: au nevoie de un psiholog, un logoped sau un kinetoterapeut. \u00cen primul r\u00e2nd, fizioterapia nu este disponibil\u0103 \u00een \u00eenv\u0103\u021b\u0103m\u00e2ntul de mas\u0103, ci profesorul de educa\u021bie fizic\u0103 trebuie s\u0103 se ocupe de tot ceea ce \u021bine de mi\u0219care.<\/p>\n\n\n\n<p>Logopezii nu lucreaz\u0103 numai cu copii cu CES, ci cu to\u021bi elevii cu gre\u0219eli de vorbire. De asemenea, conform legii, logopezii lucreaz\u0103 doar 16 ore pe s\u0103pt\u0103m\u00e2n\u0103, dar dac\u0103 doresc s\u0103 lucreze peste program, pot lucra cu p\u00e2n\u0103 la 35-40 de copii, ceea ce fac de obicei, a declarat R\u00e9ka Orb\u00e1n.<\/p>\n\n\n\n<p>\u00cen Cluj-Napoca lucreaz\u0103 doar doi logopezi maghiari care au arondate toate gr\u0103dini\u021bele \u0219i \u0219colile maghiare. Ace\u0219tia evalueaz\u0103 copiii \u00een fiecare an, dar pot lucra doar cu cei care au cea mai mare nevoie de dezvoltarea vorbirii. De exemplu, elevii din preg\u0103titoare cu defecte de vorbire foarte grave sunt avantaja\u021bi fa\u021b\u0103 de pre\u0219colarii cu defecte de vorbire mai u\u0219oare, a explicat Szil\u00e1rd Nagy. Nu avem informa\u021bii despre num\u0103rul logopezilor care pot efectua \u0219edin\u021be de terapie \u00een limba maghiar\u0103 \u00een \u0219colile de mas\u0103 din jude\u021b.<\/p>\n\n\n\n<p><em>Inspectoratul \u0218colar S\u0103laj <\/em>&nbsp;ne-a informat c\u0103 cei patrusprezece logopezi sunt a aronda\u021bi la cele 38 de institu\u021bii. Per total, peste tot exist\u0103 un deficit major.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Un consilier \u0219colar la 1300 de elevi<\/strong><\/h2>\n\n\n\n<p>Profesorii de sprijin pot conlucra \u0219i cu psihologul \u0219colar, ceea ce este foarte util, de exemplu, \u00een cazul copiilor cu tulbur\u0103ri de comportament, ne-a spus Nagy Szil\u00e1rd.<\/p>\n\n\n\n<p>\u00cen \u00eenv\u0103\u021b\u0103m\u00e2ntul de mas\u0103, psihologul este \u00eencadrat pe postul de <em>consilier \u0219colar<\/em>. Dar se poate activa pe postul de consilier \u0219i cu alte specializ\u0103ri, cum ar fi pedagogia, socio-pedagogia sau sociologia, ne-a spus Szab\u00f3 Ir\u00e9n-Ottilia.<\/p>\n\n\n\n<p>Nu intr\u0103 \u00een atribu\u021biile consilierilor s\u0103 fac\u0103 activit\u0103\u021bi educa\u021bionale de sprijin cu copiii cu CES, dar \u00een cazul institu\u021biilor care nu au profesor de sprijin, toat\u0103 munca \u00eei revine consilierului. \u201eE o problem\u0103 real\u0103 faptul c\u0103 \u00een multe \u0219coli se crede c\u0103 psihologul \u0219colar va rezolva problema. Dar psihologul \u0219colar, de\u0219i este preg\u0103tit c\u00e2t de c\u00e2t, nu este specializat neap\u0103rat pe nevoile educa\u021bionale speciale.\u201d, ne-a relatat Orb\u00e1n R\u00e9ka.<\/p>\n\n\n\n<p>Un exemplu concludent \u00een acest sens este Mih\u00e1ly T\u00fcnde este care \u0219i-a \u00eenceput primul an de activitate \u00een 2008 ca \u0219i consilier la Vl\u0103hi\u021ba, la&nbsp;Liceu G\u00e1bor \u00c1ron unde i-au fost \u00eencredin\u021ba\u021bi 800 de copii.<\/p>\n\n\n\n<p>Atunci, \u00een 2007, au fost \u00eenfiin\u021bate Centrele Jude\u021bene de Consiliere \u0219i Asisten\u021b\u0103 Educa\u021bional\u0103, a\u0219a c\u0103 sistemul era \u00eenc\u0103 haotic, nimeni nu \u0219tia ce trebuie s\u0103 fac\u0103 consilierii. \u201eDe exemplu, postul de profesor de sprijin la Liceul G\u00e1bor \u00c1ron a fost ocupat de un \u00eenv\u0103\u021b\u0103tor care a \u00eencercat s\u0103 recupereze materia la scriere, citire \u0219i aritmetic\u0103 cu copiii r\u0103ma\u0219i mai \u00een urm\u0103. Iar eu m-am ocupat de dezvoltarea abilit\u0103\u021bilor. Am fost contactat\u0103 pentru consiliere individual\u0103 de elevii de &nbsp;V-VIII. Dac\u0103 aveau nevoie, am sus\u021binut \u0219i \u0219edin\u021be de grup despre orientarea \u00een carier\u0103 \u0219i educa\u021bie sexual\u0103 la care, op\u021bional, putea participa oricine.\u201d, ne-a relatat Mih\u00e1ly T\u00fcnde.<\/p>\n\n\n\n<p>Norma consilierilor \u0219colari a fost diminuat\u0103 \u00een 2020 de la 800 de elevi la 500 (<a href=\"https:\/\/www.isjialomita.ro\/files\/legi\/Legea%20nr.%20185%20din%202020.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"> pct. 12: art. 262.(7)&nbsp;<\/a>) \u0219i de\u0219i legea educa\u021biei o prevede, Ir\u00e9n-Ottilia Szab\u00f3 a ar\u0103tat c\u0103 mai exist\u0103 localit\u0103\u021bi \u00een \u021bar\u0103 \u0219i \u00een jude\u021bul Harghita unde unui consilier \u00eei sunt aloca\u021bi peste o mie de copii.<\/p>\n\n\n\n<p>Problema nu este \u00eens\u0103 o caracteristic\u0103 doar jude\u021bului Harghita. Attila Bokor, inspector responsabil cu \u00eenv\u0103\u021b\u0103m\u00e2ntul special din jude\u021bul vecin, Covasna, a declarat pentru <em>\u00c1tl\u00e1tsz\u00f3 Erd\u00e9ly<\/em> c\u0103 situa\u021bia este identic\u0103 \u0219i la <em>Colegiul<\/em> <em>Sz\u00e9kely Mik\u00f3 <\/em>\u0219i la <em>Colegiul Na\u021bional<\/em> <em>&nbsp;Mihai Viteazu<\/em>: un consilier este alocat la 1200-1300 de elevi.<\/p>\n\n\n\n<p>\u00cen data de 9 februarie 2023, Ministerul Educa\u021biei a publicat o <a href=\"https:\/\/www.edu.ro\/comunicat_presa_08_2023_repartizare_1200_posturi_consilieri_scolari\" target=\"_blank\" rel=\"noreferrer noopener\">hot\u0103r\u00e2re<\/a> despre \u00eenfiin\u021barea a 1200 de noi posturi de consilier \u0219colar din anul \u0219colar urm\u0103tor. Am \u00eentrebat cele \u0219apte inspectorate \u0219colare despre num\u0103rul de noi consilieri pe care i-au primit \u0219i de c\u00e2\u021bi ar mai fi nevoie pentru ca fiec\u0103rui consilier s\u0103-i fie aloca\u021bi doar 500 de elevi.<\/p>\n\n\n\n<iframe loading=\"lazy\" src=\"https:\/\/e.infogram.com\/a6d2a833-dc83-4dd0-8f5e-cd9c6b1b3077?src=embed\" title=\"Consilieri \u0219colari \u00een \u00eenv\u0103\u021b\u0103m\u00e2ntul de mas\u0103\" width=\"700\" height=\"565\" scrolling=\"no\" frameborder=\"0\" style=\"border:none;\" allowfullscreen=\"allowfullscreen\"><\/iframe>\n\n\n\n<p>\u00cen str\u0103in\u0103tate avem alte exemple cu privire la numirea consilierilor. Ir\u00e9n-Ottilia Szab\u00f3 ne-a vorbit despre Danemarca unde \u00eentr-o \u0219coal\u0103 lucreaz\u0103 c\u00e2te doi-trei consilieri: unul r\u0103spunde exclusiv de orientarea \u00een carier\u0103 a elevilor, unul ofer\u0103 consiliere psihologic\u0103 \u0219i unul se ocup\u0103 de preven\u021bie&nbsp; (de ex. preven\u021bie alcool sau droguri), exist\u00e2nd \u0219i locuri \u00een care un consilier este responsabil cu rela\u021bia cu p\u0103rin\u021bii.<\/p>\n\n\n\n<p>Exemplul danez a ar\u0103tat c\u0103 se face tot posibilul pentru a preveni abandonul \u0219colar timpuriu. \u201eScopul este de a p\u0103stra elevii cu probleme de comportament \u00een sistem&#8221;, a declarat Ir\u00e9n-Ottilia Szab\u00f3, ad\u0103ug\u00e2nd c\u0103, pentru a realiza acest lucru, doar 30% din programa \u0219colar\u0103 este obligatorie pentru copiii cu nevoi educa\u021bionale speciale \u0219i c\u0103, \u00een cea mai mare parte, elevii pot alege materiile pe care doresc s\u0103 le studieze. &nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Integrarea este imposibil\u0103 \u00eentr-o clas\u0103 de 30 de elevi<\/strong><\/h2>\n\n\n\n<p>\u00cen \u00eenv\u0103\u021b\u0103m\u00e2ntul integrat, un elev cu CES se multiplic\u0103 cu doi atunci c\u00e2nd este vorba de efectivul clasei, a spus R\u00e9ka Orb\u00e1n. Este o facilitate pentru profesori \u0219i elevi, dar tot nu este suficient. &nbsp;<\/p>\n\n\n\n<p>\u201ePo\u021bi fi cel mai bun profesor din lume \u0219i nici atunci nu po\u021bi fi atent la to\u021bi elevii a\u0219a cum ar merita\u201d, a formulat R\u00e9ka Orb\u00e1n, dup\u0103 care a vorbit despre \u00eenv\u0103\u021b\u0103m\u00e2ntul din Finlanda ca model de urmat: \u201eNu demult am g\u0103sit un studiu despre integrarea \u00een clase cu efectiv mai mare. Dar c\u00e2nd am \u00eenceput s\u0103-l citesc, a reie\u0219it c\u0103 efectivul mare \u00eenseamn\u0103 12 elevi \u00eentr-o clas\u0103 integrat\u0103 . La noi, \u00eentr-o clas\u0103 special\u0103 avem 12-16 elevi dac\u0103 sunt cu dizabilit\u0103\u021bi minore\u201d, ne-a explicat R\u00e9ka Orb\u00e1n.<\/p>\n\n\n\n<p>Potrivit psihopedagogului, educa\u021bia ar trebui s\u0103 se bazeze pe principiul incluziunii: fiecare elev ar trebui s\u0103 \u00eenve\u021be \u00een ritmul s\u0103u propriu, s\u0103 primeasc\u0103 aten\u021bie individual\u0103 \u00een \u0219coal\u0103 \u0219i sprijin individualizat din partea profesorilor \u0219i a profesorilor de sprijin.<\/p>\n\n\n\n<p>\u201eCred c\u0103 fiecare copil merit\u0103 s\u0103 fie ascultat \u0219i \u00eenv\u0103\u021bat \u00een func\u021bie de ceea ce-l intereseaz\u0103, de structura abilit\u0103\u021bilor sale, de motiva\u021bia sa, de \u00eentreaga sa personalitate, de ritmul s\u0103u de progres.\u201d, ne-a spus Orb\u00e1n R\u00e9ka.<\/p>\n\n\n\n<p>\u00cen clasele cu efectiv mare \u0219i din cauza educa\u021biei bazate pe competi\u021bie, un simptom frecvent la copiii neurotipici este &nbsp;<strong>burnout-ul timpuriu<\/strong> \u00eenc\u0103 din clasa a III-a sau a IV-a. Iar copiii cu CES pot prezenta <strong>problemele comportamentale secundare<\/strong>.<\/p>\n\n\n\n<p>Acestea din urm\u0103 \u201enu sunt neap\u0103rat o categorie de tulbur\u0103ri de comportament, ci pur \u0219i simplu copilul devine at\u00e2t de frustrat \u00eenc\u00e2t reac\u021bioneaz\u0103 \u00eentr-un mod extrem la cea mai mic\u0103 confruntare\u201d, de exemplu arunc\u00e2ndu-\u0219i ghiozdanul spre un coleg de clas\u0103, a subliniat R\u00e9ka Orb\u00e1n posibilele pericole.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Mediul defavorizat agraveaz\u0103 cerin\u021bele educa\u021bionale speciale<\/strong><\/h2>\n\n\n\n<p>Copiilor cu CES care provin din familii defavorizate le este mai greu sau imposibil s\u0103 aib\u0103 parte de activit\u0103\u021bi educa\u021bionale de sprijin de care au nevoie \u0219i, adesea, mediul familial nu este suficient de favorabil. Dup\u0103 cum a declarat un profesor de sprijin care a cerut s\u0103 r\u0103m\u00e2n\u0103 anonim, \u201eproblema este agravat\u0103 de faptul c\u0103 p\u0103rin\u021bii copiilor cu CES sunt, la r\u00e2ndul lor, cu CES, dar nu au fost diagnostica\u021bi.\u201d<\/p>\n\n\n\n<p>P\u00e2n\u0103 \u00een prezent, am identificat factorii care reprezint\u0103 resursele necesare \u00een sistemul de \u00eenv\u0103\u021b\u0103m\u00e2nt pentru a asigura o educa\u021bie adecvat\u0103 copiilor cu CES. Am identificat multe lacune sistemice care au fost eviden\u021biate de analiza statistic\u0103 \u0219i de cadrele profesorii de sprijin care activeaz\u0103 \u00een domeniu.<\/p>\n\n\n\n<p>De\u0219i am abordat deja contextul istoric al prejudec\u0103\u021bilor fa\u021b\u0103 de CES \u0219i am discutat despre asta \u0219i \u00een contextul \u0219colii speciale Sf\u00e2nta Ana din Miercurea Ciuc, trebuie s\u0103 vorbim mai detaliat despre copiii cu CES care nu sunt crescu\u021bi de p\u0103rin\u021bii lor, ci sunt lua\u021bi \u00een grij\u0103 de sistemul de protec\u021bie a copilului. Ace\u0219ti copii fie au r\u0103mas orfani, fie au fost sco\u0219i dintr-un mediu familial periculos de protec\u021bia copilului.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Segregarea din centrele de incluziune e vizibil\u0103 de la o po\u0219t\u0103<\/strong><\/h2>\n\n\n\n<p>\u00cen jude\u021bul Harghita, pe l\u00e2ng\u0103 <em>\u0218coala Profesional\u0103 Special\u0103 Sf\u00e2nta Ana <\/em>mai func\u021bioneaz\u0103 alte dou\u0103 institu\u021bii care ofer\u0103 educa\u021bie special\u0103: Centrul \u0218colar pentru Educa\u021bie Incluziv\u0103 din Ocland (<a href=\"https:\/\/portal.eduhr.ro\/wp-content\/uploads\/2022\/02\/HU-final.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">pdf. p.248<\/a>) \u00een care predarea se face \u00een limba maghiar\u0103 \u0219i Centrul \u0218colar pentru Educa\u021bie Incluziv\u0103 din Bilbor (<a href=\"https:\/\/portal.eduhr.ro\/wp-content\/uploads\/2022\/02\/HU-final.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">pdf. p. 249<\/a>) \u00een care predarea are loc \u00een limba rom\u00e2n\u0103.<\/p>\n\n\n\n<p>Cele dou\u0103 din urm\u0103 se ocup\u0103 exclusiv de copiii cu CES, cu dizabilit\u0103\u021bi grave din sistemul de protec\u021bie a copilului, oferind educa\u021bie pre\u0219colar\u0103, primar\u0103 \u0219i secundar\u0103.<\/p>\n\n\n\n<p>Am aflat de la Inspectoratul \u0218colar Jude\u021bean Satu Mare c\u0103 to\u021bi cei 71 de elevi ai Centrului \u0218colar pentru Educa\u021bie Incluziv\u0103 din Satu Mare, care ofer\u0103 \u00eenv\u0103\u021b\u0103m\u00e2nt \u00een limba maghiar\u0103, provin din sistemul de protec\u021bie a copilului. \u00cen plus, \u00een dou\u0103 licee de specialitate din jude\u021b exist\u0103 clase speciale de limba rom\u00e2n\u0103, cu un total de 9 elevi, to\u021bi afla\u021bi \u00een grija sistemului de protec\u021bie a copilului.<\/p>\n\n\n\n<p>Se pune \u00eentrebarea: cum poate fi numit\u0103 centru incluziv o institu\u021bie care se ocup\u0103 doar de copiii cu CES din c\u0103minele de copii? \u0218i dac\u0103 exist\u0103 centre pentru copii cu CES cu dizabilit\u0103\u021bi grave, de ce nu pot apela la educa\u021bia special\u0103 \u0219i p\u0103rin\u021bii?<\/p>\n\n\n\n<p>Pentru a r\u0103spunde la \u00eentreb\u0103rile noastre, am contactat-o pe directoarea \u0219colii speciale din Ocland, Ildik\u00f3 Hajnalka Makkai care a preluat conducerea \u0219colii \u00een acest an \u0219colar, dar care lucreaz\u0103 ca psiholog la \u0219coal\u0103 din 2001.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"768\" height=\"1024\" src=\"https:\/\/atlatszo.ro\/wp-content\/uploads\/2023\/04\/8kep_Makkai_Ildiko.jpg\" alt=\"\" class=\"wp-image-42336\" srcset=\"https:\/\/prod2.atlatszo.exot.hu\/wp-content\/uploads\/2023\/04\/8kep_Makkai_Ildiko.jpg 768w, https:\/\/prod2.atlatszo.exot.hu\/wp-content\/uploads\/2023\/04\/8kep_Makkai_Ildiko-225x300.jpg 225w, https:\/\/prod2.atlatszo.exot.hu\/wp-content\/uploads\/2023\/04\/8kep_Makkai_Ildiko-750x1000.jpg 750w\" sizes=\"(max-width: 768px) 100vw, 768px\" \/><figcaption>Foto: <em>Ildik\u00f3 Makkai, psiholog<\/em><\/figcaption><\/figure><\/div>\n\n\n<p>Directoarea ne-a relatat c\u0103 \u0219coala se ocup\u0103 de copiii cu CES din sistemul de protec\u021bia copilului din anii \u201960. \u00cen perioada socialismului c\u0103minul de copii func\u021biona la Cristuru Secuiesc cu 400 de copii, iar copiii din \u0219coala special\u0103 \u00ee\u0219i petreceau acolo \u0219i vacan\u021bele de var\u0103. Dup\u0103 schimbarea de regim, \u00een 1991-1992, s-a adoptat un ordin na\u021bional conform c\u0103ruia aceste institu\u021bii mamut trebuiau desfiin\u021bate. Astfel, protec\u021bia copilului a intrat \u00een subordinea administra\u021biei jude\u021bene.&nbsp;<\/p>\n\n\n\n<p>\u201e\u00cen cele din urm\u0103, c\u0103minul Cristuru a \u00eenceput s\u0103 fie desfiin\u021bat la \u00eenceputul anilor 2000. O treime din personal a fost concediat, iar casele de tip familial pentru copii au fost \u00eenfiin\u021bate \u00een satele din jur.\u201d, ne-a explicat Ildik\u00f3 Makkai care \u0219i-a \u00eenceput activitatea de psiholog la c\u0103minul din Cristuru Secuiesc, trec\u00e2nd la \u0219coala special\u0103 \u00een urma disponibiliz\u0103rilor.<\/p>\n\n\n\n<p>\u00cen ultimii ani au fost desfiin\u021bate mai multe c\u0103mine de tip familial din zon\u0103; \u00een prezent mai func\u021bioneaz\u0103 doar unul \u00een Ocland \u0219i dou\u0103 la Cr\u0103ciunel. Aproape to\u021bi copiii din aceste c\u0103mine au certificat CES, majoritatea frecvent\u00e2nd \u0219coala din Ocland, \u00eens\u0103 \u00een ultimii ani, cei cu dizabilit\u0103\u021bi minore au fost \u00eenscri\u0219i \u00een \u00eenv\u0103\u021b\u0103m\u00e2ntul integrat. Fenomenul poate fi explicat prin sc\u0103derea num\u0103rului de \u0219coli generale la sat, iar pentru a men\u021bine institu\u021biile, sunt recruta\u021bi \u0219i copii din protec\u021bia copilului, a spus Makkai despre situa\u021bia din zon\u0103. &nbsp;<\/p>\n\n\n\n<p><em>\u00cen general, strategia educa\u021bional\u0103 din Rom\u00e2nia din ultimii ani urm\u0103re\u0219te s\u0103 se \u00eendrepte spre o educa\u021bie integrat\u0103. Dar \u201eacest lucru e cu dou\u0103 t\u0103i\u0219uri,\u201d \u2013 a spus directoarea\u2013 \u201epentru c\u0103 p\u00e2n\u0103 acum fix nim\u0103nui nu i-a p\u0103sat de ace\u0219ti copii. Iar acum pare-se c\u0103 acolo sus tare \u00eei mai intereseaz\u0103 de soarta lor, dar e alt\u0103 problem\u0103 cum o fac. Au doar 35 de elevi \u00een acest an \u0219i se tem de ani de zile c\u0103 institu\u021bia se va \u00eenchide. Ca reper, \u00een 2010 lucrau cu 100 de copii, dar de atunci num\u0103rul lor a sc\u0103zut constant, a explicat Ildik\u00f3 Makkai.<\/p>\n\n\n\n<p>Conform noii legi a educa\u021biei (art.16.f)), \u0219colile speciale trebuie s\u0103 func\u021bioneze cu cel pu\u021bin 50 de elevi. \u00centrebat\u0103 fiind dac\u0103 \u0219colile speciale din jude\u021bul Harghita risc\u0103 s\u0103 fie \u00eenchise dac\u0103 proiectul de lege va fi adoptat, M\u00eendru Elena, inspectorul pentru \u00eenv\u0103\u021b\u0103m\u00e2nt special al jude\u021bului Harghita, a declarat c\u0103 cele trei \u0219coli speciale din jude\u021b acoper\u0103 at\u00e2t copii cu handicap grav, c\u00e2t \u0219i cu dizabilit\u0103\u021bi u\u0219oare. Aceste \u0219coli sunt necesare pentru toate v\u00e2rstele \u0219i nu crede c\u0103 Ministerul Educa\u021biei ar cere \u00eenchiderea lor.<\/p>\n\n\n\n<p>Pe de alt\u0103 parte, este pu\u021bin probabil ca centrele din Ocland \u0219i Bilbor s\u0103 fie \u00eenchise, deoarece nu numai c\u0103 profesorii care lucreaz\u0103 \u00een unit\u0103\u021bile specializate sunt angaja\u021bi ai centrelor, dar to\u021bi profesorii de sprijin care lucreaz\u0103 \u00een jude\u021b au contracte cu cele dou\u0103 centre incluzive.<\/p>\n\n\n\n<p>Dar acest lucru nu r\u0103spunde \u00eenc\u0103 la \u00eentrebarea de ce aceste institu\u021bii sunt numite centre de incluziune. Szilvia Moln\u00e1r, directorul \u0218colii Speciale Sf\u00e2nta Ana, a comentat \u0219i ea aceast\u0103 problem\u0103: \u201eIncluziunea \u00eenseamn\u0103 c\u0103 to\u021bii copiii \u00eenva\u021b\u0103 \u00een acela\u0219i loc, fie c\u0103 este vorba de nevoi educa\u021bionale speciale sau nu. Fa\u021b\u0103 de aceast\u0103 defini\u021bie, \u00een Rom\u00e2nia, sub denumirea de \u2018Centru \u0218colar pentru Educa\u021bie Incluziv\u0103\u2019 func\u021bioneaz\u0103 institu\u021bii excelent segregate din punct de vedere educa\u021bional.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Institu\u021bia numit\u0103 \u201e\u0219coala de nebuni\u201d este l\u0103sat\u0103 s\u0103 se deterioreze \u00eencet<\/strong><\/h2>\n\n\n\n<p>\u00cen afar\u0103 de istoria caselor de copii, care este motivul pentru care p\u0103rin\u021bii nu-\u0219i \u00eenscriu copiii la \u0219coala special\u0103 din Ocland? &nbsp;&nbsp;<\/p>\n\n\n\n<p>\u00cen Ocland, lipsa infrastructurii \u00eenseamn\u0103 \u00een primul r\u00e2nd lipsa c\u0103minelor. \u00cen al doilea r\u00e2nd, copiilor care fac naveta ar trebui s\u0103 li se asigure un autobus \u0219colar protejat. Este de la sine \u00een\u021beles c\u0103 orice extindere ar trebui s\u0103 fie \u00eenso\u021bit\u0103 de o cre\u0219tere a num\u0103rului de personal \u0219i de o extindere a cl\u0103dirii.<\/p>\n\n\n\n<p>De altfel, Consiliul Jude\u021bean Harghita s-a angajat s\u0103 renoveze cl\u0103direa \u0219colii primare \u00een urma unei licita\u021bii c\u00e2\u0219tigate \u00een urm\u0103 cu 5 ani \u0219i trebuia s\u0103 fie finalizat\u0103 \u00een luna martie a acestui an, dar lucr\u0103rile nu au fost \u00eenc\u0103 demarate. Acoperi\u0219ul ar fi trebuit s\u0103 fie \u00eenlocuit complet, sala de sport \u0219i curtea ar fi trebuit renovate, respectiv ar fi trebuit efectuate alte lucr\u0103ri interne. Toat\u0103 lumea a fost costumat\u0103 \u0219i bine dispus\u0103\u201d, a declarat Ildik\u00f3 Makkai.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Copiii cu CES din sistemul de protec\u021bia copilului nu dau bacul, dar asta nu e din cauz\u0103 c\u0103 sunt cu CES<\/strong><\/h2>\n\n\n\n<p>Ultima sec\u021biune este dedicat\u0103 \u00eentreb\u0103rii dac\u0103 copiii cu CES pot \u00eendeplini cerin\u021bele \u0219colare pentru testul de capacitate din clasa a VIII-a \u0219i pentru examenul de bacalaureat. Este chiar necesar s\u0103 \u00eei \u00eendrum\u0103m spre sus\u021binerea examenului?<\/p>\n\n\n\n<p>Elevii care frecventeaz\u0103 \u0219colile profesionale speciale nu dau bacalaureatul dup\u0103 dou\u0103sprezece clase, ci primesc o diplom\u0103 profesional\u0103. Cei care doresc s\u0103 sus\u021bin\u0103 bacalaureatul trebuie s\u0103 se re\u00eenscrie \u00een \u00eenv\u0103\u021b\u0103m\u00e2ntul de mas\u0103, \u00een clasa a XI-a.<\/p>\n\n\n\n<p>Pornim de la exemplul \u0218colii Profesionale Speciale Sf\u00e2nta Ana. Szilvia Moln\u00e1r ne-a relatat c\u0103 \u00een ultimii \u0219ase ani, de c\u00e2nd lucreaz\u0103 la aceast\u0103 \u0219coal\u0103, nu au avut niciun elev care s\u0103 fi vrut s\u0103 dea bacul. \u201eDe\u0219i au existat copii care au avut capacitatea necesar\u0103 s\u0103 sus\u021bin\u0103 examenul. \u00cens\u0103, educa\u021bia institu\u021bionalizat\u0103, mediul social, mediul de \u00eenv\u0103\u021bare impropriu, mediul steril din punct de vedere emo\u021bional, nu le ofer\u0103 motiva\u021bia necesar\u0103 s\u0103 mearg\u0103 mai departe. P\u00e2n\u0103 \u00een clasa a XII-a sunt foarte epuiza\u021bi \u0219i nu mai doresc s\u0103 re\u00eenceap\u0103 s\u0103 \u00eenve\u021be. Sunt mai degrab\u0103 motiva\u021bi s\u0103 mearg\u0103 s\u0103 lucreze.\u201d<\/p>\n\n\n\n<p>Este pu\u021bin probabil ca lipsa de motiva\u021bie pentru a \u00eenv\u0103\u021ba s\u0103 \u00eenceap\u0103 la \u0219coala profesional\u0103 \u0219i este mai probabil s\u0103 se datoreze factorilor institu\u021bionali \u0219i de mediu enumera\u021bi de directorul \u0219colii. Se poate corela cu ace\u0219tia \u0219i faptul c\u0103 o mare parte dintre elevii cu CES din \u0219colile profesionale speciale nici m\u0103car nu dau examenul de capacitate din clasa a VIII-a, deoarece certificatul CES le este suficient pentru \u00eenscriere.<\/p>\n\n\n\n<p>Elevii de la \u0218coala Sf\u00e2nta Ana \u00eenva\u021b\u0103 la sec\u021biile de t\u00e2mpl\u0103rie, confec\u021bii \u0219i magazioner. Practica o fac doar la \u0219coal\u0103, deoarece la firmele din zon\u0103 nu exist\u0103 ateliere speciale securizate pentru copiii cu CES. La \u00eentrebarea dac\u0103 ace\u0219tia vor g\u0103si un loc de munc\u0103 dup\u0103 terminarea \u0219colii, directoarea ne-a r\u0103spuns: \u201eSe pot angaja, \u00een special, ca magazioneri. Aceast\u0103 sec\u021bie \u00eencearc\u0103 s\u0103 r\u0103spund\u0103 cererii de pe pia\u021ba actual\u0103 a locurilor de munc\u0103, centrele comerciale multina\u021bionale av\u00e2nd nevoie de aceast\u0103 meserie.\u201d<\/p>\n\n\n\n<p>Legat de problemele referitoare la examenul de bacalaureat \u0219i la locurile de munc\u0103, am contactat \u0219i <a href=\"https:\/\/www.facebook.com\/people\/Cs%C3%ADkszeredai-Szoci%C3%A1lis-Szolg%C3%A1ltat%C3%A1si-K%C3%B6zpont\/100069050582355\/\" target=\"_blank\" rel=\"noreferrer noopener\">Centrul de Servicii Sociale<\/a> al municipiului Miercurea Ciuc unde locuiesc copiii cu CES care studiaz\u0103 la Sf\u00e2nta Ana. Majoritatea acestora au locuit p\u00e2n\u0103 la 14 ani \u00een Centrele \u0218colare pentru Educa\u021bie Incluziv\u0103 din Ocland sau Bilbor.<\/p>\n\n\n\n<p>\u00cen ceea ce prive\u0219te oportunit\u0103\u021bile de angajare, \u0219efa centrului de plasare a for\u021bei de munc\u0103, Ildik\u00f3 D\u00e1szkel, a declarat c\u0103 majoritatea persoanelor se angajeaz\u0103 la fabrica local\u0103 de mobil\u0103. Ei nu au nicio problem\u0103 \u00een a-\u0219i g\u0103si de lucru, dar sunt adesea ironiza\u021bi de colegii lor pentru c\u0103 lucreaz\u0103 mai \u00eencet.<\/p>\n\n\n\n<p>La \u00eentrebarea referitoare la bacalaureat, Ildik\u00f3 D\u00e1szkel a declarat: \u201eCei care au terminat la \u0219coala special\u0103 din Ocland sau Bilbor, se confrunt\u0103 de la &nbsp;bun \u00eenceput cu un handicap \u00een clasa a IX-a. Sunt \u0219i copii care nu \u0219tiu s\u0103 fac\u0103 calcule p\u00e2n\u0103 la 100. Nu \u0219tiu s\u0103 fac\u0103 \u00eenmul\u021biri, \u00eemp\u0103r\u021biri sau ridic\u0103ri la putere. De ex., la \u0218coala Sf\u00e2nta Ana frac\u021biile se \u00eenva\u021b\u0103 \u00een clasa a X-a.\u201d<\/p>\n\n\n\n<p>\u00cen prezent, la centru locuiesc 45 de copii cu CES, din care doar doi frecventeaz\u0103 \u00eenv\u0103\u021b\u0103m\u00e2ntul integrat. Unul din ei a \u00eenceput la Sf\u00e2nta Ana, dar a cerut s\u0103 fie transferat la \u0218coala Profesional\u0103&nbsp; Venczel J\u00f3zsef. \u201eEl a vrut s\u0103 fie transferat, sus\u021bin\u00e2nd c\u0103 \u00eenva\u021b\u0103 mai bine, dec\u00e2t ceilal\u021bi. Acum \u00eens\u0103 face fa\u021b\u0103 mai greu.\u201d, ne-a spus directoarea centrului.<\/p>\n\n\n\n<p><strong>De fapt, copiii cu CES beneficiaz\u0103 de c\u00e2teva \u00eenlesniri la examenul de capacitate \u0219i la bacalaureat<\/strong><\/p>\n\n\n\n<p>R\u00e9ka Orb\u00e1n ne-a spus c\u0103 \u0219tie copii cu sindrom Down care au mers la \u0219coli speciale, au absolvit liceul \u0219i au mers la universitate. Unul dintre ei a absolvit teologia, iar cel\u0103lalt lucreaz\u0103 la un post de televiziune. Ar mai fi de ad\u0103ugat c\u0103 ace\u0219ti copii au fost crescu\u021bi la Cluj-Napoca, iar ambele mame sunt cadre didactice universitare. Copiii cu CES pot realiza multe dac\u0103 cresc \u00eentr-un mediu care-i sus\u021bine \u0219i le ofer\u0103 siguran\u021b\u0103.<\/p>\n\n\n\n<p>Cerin\u021bele examenului, adic\u0103 cantitatea materiei, nu vor fi reduse, dar copiii cu CES pot ob\u021bine \u00eenlesniri \u00een ceea ce prive\u0219te condi\u021biile de examen, a declarat Szil\u00e1rd Nagy.<\/p>\n\n\n\n<p>De exemplu, ei au o or\u0103 \u00een plus pentru examenul de capacitate (Ecaluare Na\u021bional\u0103) \u0219i dou\u0103 ore \u00een plus la examenul de bacalaureat.
